A [[vow]] is a [[promise]] which will [[resolve]] to a [[near reference]] or a [[broken reference]], as opposed to a [[far reference]].

The <code>vow</code> guard in the [[safeScope]] expresses this concept, though does not completely enforce it. (XXX write specification of vow guard here.)
